Technology decisions on a redevelopment get made early, by people focused on other trades, and they are expensive to reverse. Pathways, closets, and power get set before anyone asks how the building will be operated in year seven. Meanwhile a dozen subcontractors each own one system and nobody owns how the systems work together.
